BACKGROUND:
This item was approved on First Reading at the September 14, 2023, City Commission Meeting. Staff continues to work with Broward County to reach an agreement.
On August 29, 2013, the City Commission approved a lease agreement with Broward County to lease space in the City's Public Works/Emergency Operations Center located at 4900 West Copans Road for a 911 Emergency Dispatch Center, also known as a Public Safety Answering Point (PSAP). The initial term of the agreement was for five (5) years, commencing October 1, 2013, and terminating on the last day of September 2018. The City executed the First Amendment to the Lease Agreement to modify the configuration, location, and square footage of the leased premises, which became effective on June 24, 2014. On March 22, 2018, the City authorized a five (5) year extension for the 911 Emergency Dispatch Center, bringing the new termination date to September 30, 2023.
DISCUSSION:
In December of 2022, Broward County advised the City that many of their plans had changed and that they were in the process of building a new PSAP; however, the construction would not be complete in time for a timely departure from our facility. Over the last several months staff has been working with Broward County to address several issues of concern, including: 1) management concerns, 2) building equipment upgrades necessary to continue operating the building as a 24/7 critical infrastructure site, 3) additional costs to the City due to the need to lease space off-site to accommodate our own needs, and 4) our actual and immediate need for the space.
