A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE CONSTRUCTION AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE PURPOSE OF CONSTRUCTING SIDEWALK IMPROVEMENTS WITHIN THE RIGHT-OF-WAY OF SAMPLE ROAD (STATE ROAD 834) ASSOCIATED WITH THE BROWARD COUNTY MOBILITY ADVANCEMENT PROGRAM (MAP) SURTAX PROJECT.

BACKGROUND:
The City was awarded grant funding through the Broward County Mobility Advancement Program (MAP) supported by the Penny for Transportation (Surtax) application. The project includes public improvements along the southern segment of Sample Road and consists of 3,700 linear feet of pedestrian amenities (shared-use pathway), landscaping, irrigation, street furniture, and two (2) bus rider shelters.
The City entered into an Interlocal Agreement (ILA) with Broward County in August of 2023 to receive said funding for the professional design services associated with these improvements, and subsequently entered into a work authorization with Carnahan, Proctor, and Cross, Inc. in October 2023 for professional engineering services necessary to construct the improvements. The MAP Broward construction funding is programmed for 2025.
DISCUSSION:
The City desires to provide first class amenities to the users of the Sample Road corridor. The proposed shared-use pathway improvements are located within the south side of the Sample Road right-of-way. The Florida Department of Transportation (FDOT) has right-of-way jurisdiction over this segment of Sample Road. The design elements proposed as part of this public improvement project are featured items that are above those that are typical FDOT products. This project will provide an improved bike and pedestrian connection from the recently-completed Lyons Road Mobility improvements and extend to the entrance of Tradewinds Park.
