BACKGROUND:
On November 6, 2018, the residents of Broward County approved the referendum for the Transportation Surtax ("Penny for Transportation" Program). This program, now referenced as Mobility Advancement Program (MAP) Broward, established funding along with an application process for eligible transportation projects.
With the Commission's support through Resolution No. 2021-078, the City submitted a surtax application for grant funding for a shared-use pathway along a segment of Sample Road between Lyons Road and Tradewinds Park (Florida's Turnpike) to aid with financing and budgeting for both the design and construction of the project. The application was evaluated and ranked by the Broward Metropolitan Planning Organization (MPO), then vetted to determine programmability in accordance with the Surtax policies. Surtax funds are available; however, the City may need to fund upfront design and Construction, Engineering and Inspection (CEI) costs, which are eligible for reimbursement, and may still be required to budget a contingency fund for the project. The City may also be required to deliver and administer project(s) through the Local Agency Program (LAP), either directly or as part of a multi-city collaborative that is currently in process.

The existing Sample Road right-of-way limits are under the jurisdiction of the Florida Department of Transportation (FDOT). FDOT is in full support of the project but has assigned the City to be responsible for the design and construction of this improvement. City staff has been coordinating with our professional engineering consultant, along with FDOT, for the conceptual design and preliminary cost-estimates of this shared-use pathway.
