BACKGROUND:

The City of Coconut Creek is seeking to prepare design plans for a shared-use pathway along Sample Road between Lyons Road and Tradewinds Park that would improve pedestrian and multimodal connectivity. This project aligns with the City’s Vision 2030 Plan focus area of Adaptable and Progressive Mobility.

On November 6, 2018, the residents of Broward County approved the referendum for the Transportation Surtax (“Penny for Transportation” Program).  This program, now referenced as Mobility Advancement Program (MAP) Broward, established funding along with an application process for eligible transportation projects.

With the Commission’s support through Resolution No. 2021-078, the City submitted a surtax application for grant funding for this project to aid with financing and budgeting for both the design and construction of the project.  The application was evaluated and ranked by the Broward Metropolitan Planning Organization (MPO), then vetted to determine programmability in accordance with the Surtax policies. Surtax funds are available; however, the City may need to fund upfront design costs, which are eligible for reimbursement from MAP Broward.  The project-specific Interlocal Agreement with Broward County necessary to receive funding for the surtax project is also on this agenda for the Commission’s consideration.

Recognizing the importance of such a project, the Florida Department of Transportation (FDOT) formally supports the City in the planning and design of the shared-use pathway. To assist with this effort, the City requires the services from one of its professional transportation engineering consultants, Carnahan Proctor and Cross, Inc. (herein after “Consultant”), to prepare the design plans for the Sample Road shared-use pathway.

DISCUSSION:

Key elements of the scope of work related to the shared-use pathway include the following:

                     Progress meetings/coordination with outside agencies (FDOT and MPO);

                     An evaluation of the geotechnical conditions;

                     Analysis of the roadway’s drainage conditions;

                     Compliance with MAP Broward requirements; and

                     FDOT permit review and competitive bid-ready design plans.

The Consultant is a qualified firm on the City’s approved General Professional Engineering Services list pursuant to RFQ No. 03-25-20-02, as approved by Resolution No. 2020-196. The Consultant has provided a proposal, attached as Exhibit “A” to the Work Authorization to perform the necessary professional services related to the preparation of the design plans in the amount of $300,803.18.

The design funds assigned to this project are 100% reimbursable as an approved project from MAP Broward.
