BACKGROUND:
On September 27, 2018, the City of Coconut Creek approved and executed an Interlocal Agreement (ILA) with Broward County to participate in the Transportation System Surtax program with amendments approved by the City Commission on July 11, 2019, and January 28, 2021. On November 6, 2018, Broward County voters approved the Transportation Surtax Ballot Measure, which levies a one percent (1%) surtax for 30 years to fund transportation projects throughout Broward County. In 2020, the ADA Accessible Bus Pad Design project was approved for funding in Cycle 1 of the Transportation System Surtax program. On March 10, 2022, through Resolution No. 2022-042, the City Commission approved the project-specific ILA with Broward County for the City's ADA Accessible Bus Pads Design project. This ILA provides $432,000 in funding administered by Broward County from said surtax program. A project schedule was included within the ILA, outlining the anticipated dates for major project milestones.
DISCUSSION:
The City advertised a Request for Qualifications (RFQ) for Design Services for ADA Bus Pads on March 20, 2022, and the City Commission awarded the contract to Alfred Benesch & Company on August 25, 2022, through Resolution No. 2022-148. Furthermore, on August 25, 2022, through Resolution No. 2022-155, the City Commission approved funding to have a consultant create a Transit Master Plan that will analyze the City's community bus operations and provide recommendations to improve ridership.
