BACKGROUND:
Last year, the State of Florida placed a priority on identifying vulnerable areas relative to elements of climate change, such as flooding and rise in sea levels. As such, the City seeks to prepare a Vulnerability Assessment that will not only identify current concerns but also concerns for the future. The assessment will examine flooding and heat with an additional focus on the social concerns of both. This assessment will give the City direction for Capital Improvement Projects (CIP), help to fine-tune the City's Climate Action Plan and resilience response, qualify the City for State grants, and provide the State of Florida with data it needs to comprehensively plan for the future. The assessment has an outreach component to effectively include the community and bring awareness of the process and the outcomes.
DISCUSSION:
To assist with this effort, the City requires the services from one of its professional planning consultants, WGI, Inc. (herein after "Consultant"), to prepare a citywide Vulnerability Assessment. The scope for the Vulnerability Assessment is largely mandated by the State through legislation established in the Florida State Statutes. The City has opted to include a heat analysis as part of the assessment to identify areas in need of relief and potential remedies.
Services related to the Vulnerability Assessment include:
* Existing Data Collection;
* Public Outreach and Education;
* Outstanding Flood and Heat Data Compilation;
* Exposure Analysis;
* Final Report; and
* Attendance and presentation at public meetings, including City Commission.
