BACKGROUND:

On September 22, 2022, the City Commission approved Resolution No. 2022-180, which authorized the Consulting Services Work Authorization with WGI, Inc. to perform a City-wide Vulnerability Assessment. The Assessment seeks to identify vulnerable areas in the City relative to elements of climate change, including flooding and heat, in order to help guide the City’s resilience response and development of Capital Improvement Projects. As previously noted, the scope for the Vulnerability Assessment is largely mandated by the State through legislation established in the Florida State Statutes to qualify for grant funding.

DISCUSSION:

The Vulnerability Assessment is a priority item from the State of Florida Department of Environmental Protection; and as such, the State has awarded the City with a Resilient Florida Grant for planning projects that covers the contract amount of $118,490 and any additional unforeseen costs up to $150,000. Through negotiations with the State, the grant covers work outlined in Attachment 3, of the agreement, entitled “State of Florida, Department of Environmental Protection, Grant Work Plan, Agreement No. 23PLN75.”

This Vulnerability Assessment and grant award will qualify the City for future State grants and provides the State with the data it needs to plan for future resiliency efforts, comprehensively. Staff will provide all necessary correspondence to the State to deliver the required data and qualify for reimbursement of the City’s Vulnerability Assessment. 

RECOMMENDATION:

Staff recommends approval of this resolution.
