BACKGROUND:
An assessment of the City's community shuttle bus stops revealed that many of the stops do not comply with current Americans with Disabilities Act (ADA) standards. The City applied for funding assistance through the County's Municipal Surtax Program and was approved for $432,000 to design ADA improvements for sixty-five (65) bus stops. The City Commission approved the Interlocal Agreement (ILA) with Broward County for the surtax funding on March 10, 2022, through Resolution No. 2022-042. The project for ADA accessible bus pads aligns with Vision 2030's Adaptable and Progressive Mobility key area of focus as well as the City's commitment to maintaining a high quality of life for its residents.
DISCUSSION:
The City issued Request for Qualifications (RFQ) No. 04-20-22-11 to secure a consultant in compliance with the State of Florida Competitive Consultants Negotiations Act (CCNA), Florida Statute Section 287.055, for the purposes of obtaining a qualified firm to design the aforementioned ADA bus stop improvements. The City issued three hundred thirty-seven (337) invitations, and four (4) firms submitted responsive proposals for consideration. A selection committee consisting of David Allen, former Public Works Director; Brian Rosen, Project Manager; and Robert McDonald, Project Manager, reviewed and evaluated the submittals. The submittals were ranked in accordance with the criteria stated in the RFQ and the ability to adhere to the thirty percent (30%) County Business Enterprise (CBE) goal, which resulted in Alfred Benesch & Company being ranked number one.
