BACKGROUND:

On November 6, 2018, the residents of Broward County approved the referendum for the Transportation Surtax ("Penny for Transportation" Program). This program established funding along with an application process for eligible transportation projects. The City of Coconut Creek has submitted a Surtax application for grant funding to support the design, construction, inspection, and acceptance of the Johnson Road Shared Use Pathway. The Johnson Road Shared Use Pathway Surtax application was evaluated and ranked by the MPO and vetted to determine programmability in accordance with the Surtax policies. The City was awarded approximately $850,000 through a different Federal program (CSLIP). These funds are not programmed until 2025 and therefore we are pursuing Surtax funding to expedite the project and to cover the increased cost estimate and costs that may not be eligible such as design and CEI.

The Transportation System Surtax Interlocal Agreement (ILA) provided for a cooperative and organized process for the municipalities, such as Coconut Creek, to submit projects for evaluation and funding with Surtax proceeds. Moving forward, the City of Coconut Creek may need to fund upfront Surtax projects' Design, Construction, Engineering and Inspection (CEI) costs; however, reimbursement is now eligible for each of those fees. The City may still be required to budget a contingency fund for these projects.
