A RESOLUTION APPOINTING TWO (2) COMMISSIONERS, ONE (1) DELEGATE AND ONE (1) ALTERNATE, TO REPRESENT THE CITY TO ATTEND REGIONAL SOLID WASTE SYSTEM MEETINGS.

BACKGROUND:

On August 8, 2019, the City Commission adopted Resolution No. 2019-156, approving a Memorandum of Understanding (MOU) between Broward County and the City of Coconut Creek to provide for collaborative and cooperative efforts towards the development of a regional integrated solid waste and recycling system.  A copy of the resolution and MOU are attached.  The MOU has now been executed by the County and all participating municipalities.  Various groups have worked to get to this point, including the Broward County City Managers’ Association, Solid Waste and Recycling Committee, the Broward League of Cities, and the Resource Recovery Board, which consisted of the five cities with the largest population and the City of Coconut Creek due to the proximity of the landfill. These groups will continue to monitor and advise on the creation of a regional solid waste and recycling system.

DISCUSSION:

The MOU provides for a working group to establish policy and provide direction to a technical group and any consultants regarding the creation of a new regional solid waste and recycling system, including but not limited to the selection of a governing structure such as an independent special district, a dependent special district, or a singular governing entity.   The Commission needs to select a delegate and one alternate to represent the City.

RECOMMENDATION:

Staff recommends approval of this resolution.
