A RESOLUTION APPOINTING TWO (2) COMMISSIONERS, ONE (1) DELEGATE AND ONE (1) ALTERNATE, TO REPRESENT THE CITY AT REGIONAL SOLID WASTE SYSTEM MEETINGS.

BACKGROUND:

On August 8, 2019, the City Commission adopted Resolution No. 2019-156, approving a Memorandum of Understanding (MOU) between Broward County and the City of Coconut Creek to provide for collaborative and cooperative efforts towards the development of a regional integrated solid waste and recycling system. This MOU resulted in the creation of a focused work group referred to as the Solid Waste Working Group (SWWG) consisting of representatives from 4 large, 3 medium, and 1 small cities.  This group has been meeting over the last few years to develop a governance structure and long range plan for dealing with solid waste and recycling countywide.  Commissioner Tooley was our original delegate and Vice Mayor Welch currently serves as the alternate to the SWWG. 

DISCUSSION:

The work of the SWWG continues.   In accordance with the MOU, there should be three (3) medium-sized cities (based on population) represented on the SWWG.   Each time a delegate on the SWWG is no longer in office, the SWWG votes to elect a new representative from that class of cities (small, medium, or large) to represent the class.  Now that Commissioner Tooley is no longer in office, the SWWG only has representatives from Cooper City and Tamarac.  Therefore, a third representative will be chosen by the medium cities soon.  Coconut Creek is eligible to be considered and needs to appoint a delegate and an alternate prior to the selection by the medium cities in order to be considered for representation on the SWWG.  This resolution will appoint one (1) delegate and one (1) alternate to represent the City related to this important issue.   

RECOMMENDATION:

Staff recommends approval of this resolution.
