BACKGROUND:

This item was approved on First Reading at the July 11, 2019, City Commission Meeting. The Commission opted to include cart cleaning twice per year for single family residences to the contract. There was consensus to provide an addendum service for residents who wanted to have their carts cleaned more frequently for Second Reading of the ordinance, which is now included in Schedules A and B of the Schedule of Proposal Prices.

The City's current franchise agreement with Republic Services of Florida, L.P. expires on September 30, 2019. The intent of RFP No. 04-17-19-10 is to grant a qualified firm an exclusive franchise and the associated obligation to provide the collection of solid waste and recyclable materials for the City.
DISCUSSION:

On February 17, 2019, the City issued RFP No. 04-17-19-10 to contract with qualified and experienced contractors to provide for the collection of solid waste and recyclable materials for the City. Solicitations were sent through the City's eBid system to forty-two (42) prospective vendors, and four (4) vendors submitted responses: 1) Coastal Waste & Recycling of Palm Beach, LLC; 2) Republic Services of Florida, L.P.; 3) Waste Management of Florida; and 4) Waste Pro of Florida, Inc.
The submittals were evaluated based on the criteria listed in the RFP by the selection committee comprised of Alex Tergis, Public Works Assistant Director; Mike Heimbach, Public Works Program Manager; and Jean Dupuis, Utilities Assistant Director.
