A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE AN AGREEMENT WITH BIG DOG CONSTRUCTION SERVICES, INC. TO PROVIDE FOR THE CONSTRUCTION OF PHASES III AND IV OF THE GOVERNMENT CENTER REHABILITATION PROJECT PURSUANT TO BID NO. 09-26-18-11.

body

BACKGROUND:

The City Commission has budgeted for the renovation of the Government Center.  Phases I and II, which included the City Clerk, Finance, Human Resources, and Sustainable Development departments, have been completed. The next phases, Phases III and IV, include renovations of the City Hall lobby, as well as the City Manager’s and City Attorney’s office suites.  The City issued Bid No. 09-26-18-11 on August 19, 2018, for the purpose of constructing Phases III and IV of the project.

DISCUSSION:

Five (5) submittals were received for Bid No. 09-26-18-11. The low bidder, Mejia International Group Corp. and the second low bidder, AARYA Construction & Design, Inc. were deemed non-responsive for not including all required documents and/or lack of ability to demonstrate experience with projects of similar scope and value. To that end, staff is recommending the City proceed with the lowest responsible and responsive bidder, Big Dog Construction Services, Inc. Staff has reviewed their submittal, references, and performance on jobs of similar scope and value, and finds them to be acceptable.

RECOMMENDATION:

Staff recommends approval of this resolution.
