BACKGROUND:
This item was approved on First Reading at the October 11, 2018, City Commission Meeting.
Pursuant to Section 908 of the City's Charter, the City Commission shall every five (5) years establish and appoint members to the Re-Districting Board to submit a report to the City Commission outlining the need for a re-districting, if any, and the recommendation with regard thereto. The City Commission shall, upon determination of the need to re-district, amend by ordinance the boundaries of the existing voting districts.
DISCUSSION:
The Re-Districting Board was established and members were appointed through Resolution No. 2018-129, adopted on July 26, 2018. Meetings were held by the Re-Districting Board beginning in August 2018. Evidence was presented showing population variations among the districts since 2013, which was the last time that the City engaged in re-districting. Several options for re-districting to fulfill the mandate of the Charter were discussed and considered. The Re-Districting Board finalized their recommendation in a report to the City Commission dated September 11, 2018. The recommendation indicates that "Alternative 4" of the re-districting options is the soundest modification to the voting districts in that it satisfied all four goals: population balance, geographic contiguity, community integrity, and the concerns of the currently seated Commissioners.
