BACKGROUND:

The City is committed to ensuring continuity of utility services to an expanding customer base.  The existing Utilities and Engineering Department building, located at 5295 Johnson Road, does not provide adequate work space for the Department’s 43 employees.  This project is for the construction of an adjacent one-story structure north of the existing building to help resolve the issue. It will provide adequately-sized offices, conference room, locker room, and lunchroom. The project is included in the City’s five year Capital Improvement Program. The City Commission previously approved the design of this building expansion by Resolution No. 2015-108. Consequently, the City pre-qualified three General Contractors, pursuant to RFQ No. 12-21-16-11, to bid on this project: 1) MBR Construction, Inc., 2) Emerald Construction Corp., and 3) State Contracting and Engineering Corp.

DISCUSSION:

On July 12, 2017, the City received bids from each pre-qualified contractor, and the lowest responsive bidder was MBR Construction, Inc. The bids were as follows: MBR Construction, Inc. - $2,062,663.28; Emerald Construction Corp. - $2,342,891; and State Contracting and Engineering Corp. - $2,443,257.

Construction is estimated to be complete within nine months of Notice to Proceed.

RECOMMENDATION:

Staff recommends approval of this Resolution.
