BACKGROUND:

In 2010, the City of Coconut Creek entered into an Interlocal Agreement (ILA) with the City of Margate for the provision of emergency medical and fire protection services to the City of Coconut Creek (“Exhibit A”).  The ILA expired on September 30, 2014, and through Amendment No. 1 Coconut Creek and Margate extended the terms of the ILA for one additional year (“Exhibit B”).  Amendment No. 1 is due to expire on September 30, 2015, and Coconut Creek and Margate are desirous of extending this agreement.   

DISCUSSION:

This Resolution authorizes the City Manager to execute Amendment No. 2 to the October 1, 2010 ILA between the City of Coconut Creek and the City of Margate providing for delivery of emergency medical and fire protection services and providing for a one (1) year extension of the existing ILA.  It clarifies various items within the ILA such as response time standards and grant funding, and adds references to the newly constructed Fire Station 50 and the associated staff to be stationed at the new facility.  Amendment No. 2 also revises staffing/hiring requirements in the event of termination or expiration of the ILA, and amends the contract to account for an approximate 10% increase in fees.   Coconut Creek will pay $8,123,500 for this Agreement which is an increase of $743,859 over last year’s amount of $7,379,641.  This is due to increases in costs to provide Emergency Medical and Fire Protection Services to the City of Coconut Creek, including the addition of eight (8) firefighters that will staff Fire Station 50 upon its anticipated completion in February. 

Pursuant to the proposed Amendment No. 2, the term of the ILA will be extended through September 30, 2016.

RECOMMENDATION:

Staff recommends approval of Amendment No. 2 to the Interlocal Agreement between the City of Coconut Creek and the City of Margate.
