FOR THE COLLECTION OF SOLID WASTE AND RECYCLABLE MATERIALS DATED SEPTEMBER 10, 2019 AND AMENDED SEPTEMBER 9, 2021; PROVIDING FOR THE REINSTATEMENT OF CURBSIDE RECYCLING, ALLOWING FOR PRICE ADJUSTMENTS DUE TO INCREASING LABOR AND EQUIPMENT COSTS, AS WELL AS ADDITIONAL SOLID WASTE GENERATION; AND AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE ATTACHED RESTATED FRANCHISE AGREEMENT WITH REPUBLIC SERVICES OF FLORIDA, L.P. BACKGROUND:
The City’s current Franchise Agreement for the collection of solid waste expires September 30, 2026. The current agreement allows for one (1) five (5)-year extension. City staff has negotiated an agreement with pricing that is competitive with neighboring communities, as well as other communities in Broward County of a similar size.
DISCUSSION:
Republic Services of Florida L.P. has provided the City with exemplary service over the term of this contract, particularly in the post-COVID period. The solid waste collection industry has seen significant increases in costs and challenges since the implementation of the contract. These include the cost of equipment, the cost and availability of labor, and the volumes of waste collected due to an increase in people per home during this current housing crisis.
As such, City staff has negotiated competitive pricing while obtaining cutting edge technology and equipment that will continue to make Coconut Creek a leader in solid waste and recycling in Broward County.
Key components include:
• The reinstatement of curbside recycling, including the investment into carts;
• Artificial intelligence software that will identify contamination in recycling and allow for quick corrective action;
• Electric Vehicles for the curbside collection of garbage and recycling;
• The availability of 96 gallon garbage carts to residents;
• Separate yard waste collection if enacted by the Solid Waste Authority and a reduction in processing costs, if applicable;
• Provision of cardboard dumpsters at multifamily properties, where appropriate; and
• A commitment to continue to work with the waste-to-energy facility for solid waste deliveries.
Education and outreach have been committed to by the contractor and will be coordinated with staff.

Staff recommends approval of this ordinance.
