BACKGROUND:

The “General Rules and Procedures - City of Coconut Creek Commission Meetings” governing City Commission meetings were last revised on September 12, 2019, as adopted by Resolution No. 2019-203. Also, Resolution No. 2020-107 was adopted by the City Commission on April 15, 2020, to provide for Rules for Virtual Meetings as a result of the State of Emergency and the stay-at-home requirements created by the COVID-19 Pandemic. Next, Resolution No. 2020-243 was adopted by the City Commission on December 3, 2020, to rescind Resolution No. 2020-107 to provide for hybrid meetings and advanced public participation as a result of the ongoing COVID-19 Pandemic. Then, on July 14, 2022, the City Commission rescinded Resolution No. 2020-243 by adopting Resolution No. 2022-141 to provide for the limited ability to use Communications Media Technology so long as a quorum was physically present and continued to provide for advanced participation due to the ongoing COVID-19 Pandemic. 

DISCUSSION:

At the September 28, 2023, City Commission Meeting, the Commission gave consensus for staff to review the current “General Rules and Procedures - City of Coconut Creek City Commission Meetings” policy and update as needed for the safe, secure, and efficient operation of City Commission meetings and to reflect that the COVID-19 Pandemic ended on May 11, 2023. The attached draft revised “General Rules of Conduct and Procedures - City of Coconut Creek City Commission Meetings” provide for updated procedures post-COVID-19, consistency with state and federal law, and best practices to ensure open government and public participation.

RECOMMENDATION:

Staff recommends approval of this resolution.
