A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE AN AGREEMENT WITH HUMAN SERVICES NETWORK, INC. D/B/A MEALS ON WHEELS SOUTH FLORIDA FOR MEAL ASSISTANCE SERVICES RELATED TO THE COVID-19 EMERGENCY TO AID THE CITY’S COMMUNITY.

BACKGROUND:
On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law in an effort to speed up the recovery from the economic and health effects of the Covid-19 pandemic. Under this legislation, the City was awarded $8,597,464 to respond, prepare, and mitigate effects the pandemic has had on our community.
During the FY2022 annual budget process, the City Commission of the City of Coconut Creek approved several community activities that were eligible under the ARPA guidelines to include food distribution and meal assistance to a variety of agencies. The Human Services Network, Inc. d/b/a Meals on Wheels South Florida was one of these agencies, and Resolution No. 2022-082 provided $80,000 for Meals on Wheels to provide meals for Coconut Creek senior residents on the Meals on Wheels waiting list who, without this funding, would not be able to receive meal assistance services.
DISCUSSION:
The City is recommending the execution of an agreement with Human Services Network, Inc. d/b/a Meals on Wheels South Florida to continue to provide meal assistance services to Coconut Creek residents. Under this program, Coconut Creek seniors needing assistance would receive two (2) meals per day five (5) times per week (10 meals total per week), as needed. This agreement will be retroactive to April 14, 2023, and will continue through December 31, 2024 or until funds are expended, whichever occurs first.

Staff recommends approval of this resolution.
