A RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE THE FIRST AMENDED AND RESTATED INTERLOCAL AGREEMENT FOR THE CREATION OF THE METRO TRANSPORTATION ENGINEERING & CONSTRUCTION COOPERATIVE (MTECC) FOR THE PURPOSE OF ADMINISTERING THE LYONS ROAD PEDESTRIAN LIGHTING PROJECT AND OTHER FEDERAL AID PROJECTS AS NEEDED.

BACKGROUND:
In 2022, the City partnered with the Broward Metropolitan Planning Organization (BMPO) to successfully apply for $3.9 million in federal appropriation funds for pedestrian lighting on Lyons Road, with the funds to be disbursed to the MPO through the Department of Housing and Urban Development (HUD). The City committed up to $85,000 as a local match for this project and these funds are currently budgeted.
DISCUSSION:
The MPO created the Metro Transportation Engineering & Construction Cooperative (MTECC) for the purpose of administering federal aid projects, as well as transportation projects completed without the use of federal funding. The City has been evaluating the benefits of joining MTECC for several years, and determined it was appropriate to wait until we had a specific project that warranted the membership. The City's membership in MTECC will allow staff to use this consortium to deliver the Lyons Road Pedestrian Lighting project and will have the added benefit of assisting with the delivery of other federal aid projects. Most federal aid projects require the agency delivering the project to be Local Agency Program (LAP) certified, which can be an extremely burdensome process, and MTECC satisfies this requirement.
MTECC will administer this project and other federal aid projects in a manner to compliment the implementation of local projects. MTECC will be empowered to accept funds for, and oversee the construction of, federal aid projects and local projects. Services and benefits of MTECC include:
