BACKGROUND:
The Seminole Coconut Creek Education Foundation, Inc. ("Education Foundation") was formed in or around 2020 to implement the educational component of the Coconut Creek Fee to Trust Lands Mitigation Agreement (the "Mitigation Agreement") with the Seminole Tribe of Florida. The Mitigation Agreement required certain payments from the Seminole Tribe of Florida, one eleventh of which (approximately $300,000 this year) would be paid directly to a foundation or trust fund to provide after school tutoring programs for elementary students, college test preparation courses for high school students, college academic and leadership scholarships, or other educational programs that the foundation decides benefit the residents, students of Coconut Creek public schools, or children of employees of the City.
DISCUSSION:
The Board of Directors of the Education Foundation consists of five (5) directors, serving three (3) year terms, with two (2) members appointed by the City of Coconut Creek, two (2) members appointed by the Seminole Tribe of Florida, and one (1) member appointed by the first four (4) members. In January 2020, the City Commission appointed Karen M. Brooks and Mary C. Blasi as directors of the Education Foundation for a term of three (3) years. Subsequently, the Education Foundation Board modified the terms of two (2) directors to two (2) years to provide for staggered terms to avoid the possibility of five (5) new directors at the same time. As a result, Ms. Blasi's initial term expired in 2022, at which time Ms. Blasi was reappointed to the Board. Ms. Brooks' term expires in April 2023.
