A RESOLUTION AUTHORIZING THE MAYOR AND THE CITY MANAGER, OR DESIGNEE, TO EXECUTE A PARKING LICENSE AGREEMENT WITH THE SCHOOL BOARD OF BROWARD COUNTY IN ORDER TO PROVIDE FOR A NONEXCLUSIVE LICENSE FOR THE PARTIES TO UTILIZE EACH OTHER’S PARKING LOTS GENERALLY LOCATED AT 5460-5480 JOHNSON ROAD AND 5400 JOHNSON ROAD.

BACKGROUND:

The City of Coconut Creek purchased the 5-acre parcel of land immediately west of Tradewinds Elementary School for expanding our park system several years ago. As part of the negotiation, the City committed to working with the School Board of Broward County (SBBC) to facilitate use of the property for parking associated with special events at the school.  The City is currently completing the design of improvements for this park, and we anticipate the need to accommodate event related parking on the SBBC property.

DISCUSSION:

The attached License Agreement provides a mutually beneficial agreement that allows the Parks and Recreation Director to coordinate with the Principal to accommodate both needs, granting the SBBC a temporary and nonexclusive license to utilize the City’s property, and provides conditions under which the City can utilize the parking field located on the west side of Tradewinds Elementary School until June 16, 2027. During the construction of improvements on the park site, parking will be suspended but will resume once the City is issued a Certificate of Occupancy for the improvements.  The agreement also provides for cancellation at any time upon sixty (60) days’ advanced notice.
