BACKGROUND:
Through an Interlocal Agreement (ILA), the City and Broward County have established the necessary relationship to have the County administer the State Housing Initiatives Partnership (SHIP) program on its behalf. However, while the ILA provides the County authority for SHIP program services, the City is also required to incorporate its local housing programs into the County's Joint Local Housing Assistance Plan (LHAP). The LHAP is required by the SHIP Act in order to receive SHIP funding from the State.
DISCUSSION:
Staff has worked with Broward County to create the Joint LHAP covering Fiscal Years 2022-2023, 2023-2024, and 2024-2025, in accordance with State requirements. Through this action, the City's housing assistance program will be incorporated into the Broward County Joint LHAP. This will allow the County to implement programs and expend funds for these fiscal years.
For reference, the Broward County Joint LHAP currently employs eight housing strategies through the current LHAP: 1) Housing Rehabilitation through an owner-occupied minor home repair program; 2) Purchase Assistance for first-time homebuyers; 3) Disaster Mitigation to provide emergency repairs in the aftermath of a natural disaster; 4) Community Land Trusts; 5) Acquisition Rehabilitation; 6) New Construction; 7) Special Needs Barrier Free Rehabilitation; and 8) Foreclosure Prevention.
