BACKGROUND:

On September 26, 2021, the City’s Fire Rescue Department commenced operations with newly-hired uniformed and non-uniformed Fire Rescue personnel. Although uniformed Fire personnel are traditionally unionized, no applicable bargaining unit existed for City of Coconut Creek Fire Rescue personnel; therefore, all new positions below the rank of Assistant Fire Chief were designated as Civil Service employees by default. A majority of uniformed personnel up to, and including, the rank of Battalion Chief have since initiated the customary labor organization process by signing cards indicating their interest in being represented by Local 3080, as confirmed by a neutral third party, who was mutually agreed upon by City staff and Local 3080.

DISCUSSION:

The majority of uniformed Fire Rescue personnel up to, and including, the rank of Battalion Chief request to be represented by Local 3080. This motion authorizes the City Manager, or designee, to sign the attached Recognition-Acknowledgement (RA) Petition-with any revisions subsequently required by the State of Florida Public Employees Relations Commission (PERC)-for submission to PERC in order to certify a bargaining unit (or bargaining units) to be represented by Local 3080. Upon PERC’s review and approval, the City Manager, or designee, would commence collective bargaining with the certified bargaining unit(s).

RECOMMENDATION:

Staff recommends approval of this motion.
