BACKGROUND:

 

On November 6, 2018, the residents of Broward County approved the referendum for the Transportation Surtax (“Penny for Transportation” Program).  This program established funding along with an application process for eligible transportation projects.  The City of Coconut Creek has submitted a Surtax application for grant funding for the design, construction, and inspection of the NW 39 Avenue Shared Use Pathway project along the east side of NW 39 Avenue from Hillsboro Boulevard to NW 74 Street. The application was evaluated and ranked by the MPO and vetted to determine programmability in accordance with the Surtax policies. The City was awarded $921,130 through a Federal transportation program (CSLIP), however, those funds are not programed until 2025.  The Surtax application is being sought to expedite the project, and to cover increased cost and other expenses that may not be eligible under the CSLIP program. 

 

The Transportation System Surtax Interlocal Agreement (ILA) provided for a cooperative and organized process for the municipalities, such as Coconut Creek, to submit projects for evaluation and funding with Surtax proceeds.  Moving forward, the City may need to fund upfront Surtax projects’ Design, Construction, Engineering and Inspection (CEI) costs; however, reimbursement is now eligible for each of those fees.  The City may still be required to budget a contingency fund for these projects. 

DISCUSSION:

The project is consistent with the City’s Complete Streets Policy.  The City is committed to filling in gaps and missing links of the City’s multiuse paths and trails.  This project provides a multiuse pathway connection between Hillsboro Boulevard and NW 74 Street, which connects to the NW 74 Street Passive Park. The City is pursuing the necessary funds needed to design, install, and inspect the construction of the Shared Use Pathway Project.  In accordance with the ILA Surtax agreement between the MPO the City of Coconut Creek, the municipal applicant is required to provide a resolution of support to the MPO for the NW 39 Avenue Shared Use Pathway Project.

RECOMMENDATION: 

Staff recommends approval of this resolution.

FISCAL IMPACT: 

Construction costs are estimated to be in the amount of $1.18 Million.  Design and CEI fees are to be negotiated at a later date.  All fees are expected to be reimbursable through the Surtax Program.
