BACKGROUND:
On June 25, 2020, the City entered into an MOU with the Pinellas County Sheriff's Office for electronic access to their Face Analysis Comparison and Examination System (FACES) and Florida's Facial Recognition Network (FR-Net). The FACES database uses a combination of mugshots and Florida Driver's License and Identification Card photographs to make its comparisons. This item supplements the resolution approved by the Commission on June 25, 2020, relating to the Memorandum of Understanding with the Pinellas County Sheriff's Office to provide the City with access to the Florida Facial Recognition Network. As noted in the presentation to the Commission on June 25, and in response to concerns presented by two residents regarding facial recognition technology, this system is only used as a criminal investigation lead generator and does not independently provide probable cause for police intervention. Further, use of this system is subject to close administrative oversight and audits.
DISCUSSION:
The Florida Department of Highway Safety and Motor Vehicles (FDHSMV) collects and maintains all Florida Driver's License and Identification Card photographs that are used by the Pinellas County Sheriff's Office (FACES and FR-Net). Therefore, the City must enter into a separate agreement with the FDHSMV for access to their records. This agreement provides the conditions and limitations under which FDHSMV agrees to make available electronic access to driver's license information, including digital images of full-face driver's license photographs through FACES and FR-Net.
