BACKGROUND:
The State Housing Initiatives Partnership (SHIP) Program is the centerpiece of the William E. Sadowski Affordable Housing Act, passed in 1992. SHIP funds are used as incentives to produce and/or preserve affordable home ownership and multifamily rental housing. The City began receiving SHIP grant funding in 2008. Community Redevelopment Associates of South Florida Inc. (CRA) has been providing administration for all of the City's affordable housing grant activities since that time. On December 31, 2019, the City ended its contractual relationship with CRA, and as a result, has been discussing a formal relationship with Broward County for such services.
DISCUSSION:
The Broward County Housing Finance and Community Redevelopment Division has the ability to provide for the City's management, administration, and implementation of the City's SHIP Program funds, and other related services. This division of Broward County already provides preparation, implementation, and administration of the SHIP Program to multiple Broward County municipalities. Through this proposed Interlocal Agreement, the County will be responsible for administering the City's SHIP funds and selected programs in accordance with the SHIP rules and regulations. The County will retain allowable administrative fees for these services. The Interlocal Agreement provides for joint local housing assistance activities for State fiscal years: 2017-2018, 2018-2019, 2019-2020, 2020-2021, and 2021-2022 ("Program Years").
