BACKGROUND:

The City's current contracts for landscape maintenance services are expiring and have no additional extension options. On August 18, 2019, the City issued RFP No. 09-04-19-09 to contract with two (2) qualified and experienced firms to provide landscape maintenance services to defined areas citywide. These services ensure the City maintains its professional appearance and reputation as a well-planned community with a unique environmental consciousness.

DISCUSSION:

The City received four (4) responsive proposals for the RFP: 1) Potter's Professional Lawn Care, Inc.; 2) Prestige Property Maintenance, Inc.; 3) Elan Lawn and Landscaping Services, Inc.; and 4) VisualScape, Inc. A selection committee consisting of Alex Tergis, Public Works Assistant Director; John Tetteris, Public Works Superintendent; and Phil Randazzo, Parks and Recreation Superintendent, evaluated and ranked the responses in accordance with the following criteria: 1) Operational Plan for the City, 2) Qualifications and Experience, 3) Resources and Availability, 4) Past Performance, and 5) Price.

Based on the results of the reference surveys, proposed pricing, the vendor submittals, and the evaluations performed, the selection committee is recommending that contracts be awarded to Prestige Property Maintenance, Inc. for the citywide medians and public rights-of-way and Potter's Professional Lawn Care, Inc. for the citywide facilities and parks. Both Prestige Property Maintenance, Inc. and Potter's Professional Lawn Care, Inc. will act as the backup Contractor to the other in the event of default from or failure to perform in accordance with the contract.
