BACKGROUND:
In August of 2018, the City contracted with Barth Associates, LLC to formally begin the Parks and Recreation Master Plan ten (10) year visioning and action plan process for parks, recreation programs and services, open space, trails and recreation facilities.
DISCUSSION:
The Parks and Recreation Master Plan visioning process included five phases: Preliminary Implementation Framework, Existing Conditions Analysis, Needs and Priorities Assessment, Visioning and Implementation Strategy, and Final Master Plan. Within the Parks and Recreation Master Plan, the primary goals and objectives were developed in response to needs and priorities identified by site evaluations, stakeholder interviews, focus groups meetings, public workshops, level-of-service analysis, a statistically-representative mail survey, and an on-line survey. These needs assessment techniques identified the residents' top facility and program priorities in a ranking order.

The top facility priorities are: greenways and trails; dog parks; amphitheater/outdoor stage/special events venue; kayak/canoe/paddleboard rentals; and open spaces/nature parks. The top programming priorities are: farmers market; food truck events; concerts in the park; large 1-day special events; and senior programs. These findings are detailed in the attached report and executive summary.

The following priority items are expected to be completed in FY20:
* Increased programming on greenways and trails;
* Hiring a Marketing Specialist;
* Installation of the two splash pads;
* Farmers Market moving from Sundays to Saturdays and to a more central area in Coconut Creek (North parking lot at the Township Plaza, the southeast corner of Sample Road and Lyons Road); and
