BACKGROUND:

The City owns and maintains a 20-inch wastewater transmission line (forcemain) along Copans Road to the Broward County North Regional Wastewater Treatment Plant. The forcemain is a major arterial line that conveys wastewater from two master lift stations (LS), LS10 and LS12, which collect wastewater from eleven satellite lift stations that serve residents south of Sample Road, including the Wynmoor and Township communities. This cast iron forcemain has been in operation for approximately 40 years and is approaching the end of its lifespan. It is currently the only forcemain that conveys this portion of wastewater to the treatment plant and, therefore, cannot be taken out of service for repairs in case of emergency.

This project includes the installation of an alternate forcemain along Copans Road and Lyons Road to be connected to the County’s 54-inch forcemain on Sample Road and the relining of the existing cast iron forcemain on Copans Road up to the Turnpike overpass. This alternative will provide redundancy to this part of the wastewater system and allow the City to repair the Copans Road forcemain when necessary by rerouting the sewage discharge via the proposed forcemain with no interruptions to customers.

DISCUSSION:

The City received four (4) competitive bids for this construction project pursuant to Bid No. 09-12-19-11:  1) R.P. Utility & Excavation Corp., 2) Metro Equipment Service, Inc., 3) Murphy Pipeline Contractors, Inc., and 4) David Mancini & Sons, Inc.  R.P. Utility & Excavation Corp. was the lowest responsive bidder and will provide construction services, which include, but are not limited to, providing redundancy and wastewater flowage flexibility to the system south of Sample Road, for the total bid amount of $2,499,998. Per the agreement, the City reserves the right to utilize a 15 percent contingency ($375,000) based on the total bid amount for unforeseen underground conditions, which brings the total authorized project amount to $2,874,998.
