BACKGROUND:

 

This item was approved on First Reading at the April 25, 2019, City Commission Meeting.

 

Pursuant to Sec. 6-49 of the City’s Code of Ordinances, the City’s Utilities and Engineering Department is responsible for ensuring implementation of annual testing and renewal requirements for the backflow prevention assemblies to protect the City’s potable water supply from contamination. In 2016, the Florida Department of Environmental Protection (DEP) mandated Utilities to achieve 100% compliance within a calendar year per F.A.C. Section 62-555-360(2) (b). The current fee to administer this program is twenty-five dollars ($25) per year for all devices.

DISCUSSION:

The City cannot meet the F.A.C. rule requirements under the current backflow prevention program procedures. Consequently, the City contracted with HydroCorp, Inc. to administer this program and meet the new requirements. To cover testing costs, it is necessary to increase the fees from twenty-five dollars ($25) to sixty dollars ($60) for backflow preventers. There are approximately 1,800 backflow preventers within the City’s service area.

RECOMMENDATION:

Staff recommends approval of this ordinance.
