BACKGROUND:

According to the National Aeronautics and Space Administration (“NASA”), the global mean sea level has risen by eight (8) inches (20 centimeters) since 1870. The rate of sea level rise is faster now than at any time in the past 2,000 years, and that rate has doubled in the past two (2) decades. In South Florida, sea level rise has been linked to an increase in king tide flooding of over 400% over the past ten (10) years. Federal Emergency Management Agency (“FEMA”) research has shown that one dollar spent on disaster prevention saves four dollars in recovery costs.

DISCUSSION:

It is clear that national coordination and support are necessary for municipalities to fully address the challenges of sea level rise and flooding. The American Flood Coalition, a non-partisan non-profit 501(c)(4) organization, is a platform advocating for national solutions to sea level rise and flooding, and invests in and protects U.S. coastal states (see <https://floodcoalition.org/>). At no cost to the City of Coconut Creek, the City can become a member of the American Flood Coalition and receive support on the flooding and sea level rise issues that face the community.

RECOMMENDATION:

Staff recommends approval of this resolution.
