BACKGROUND:

A study was completed by Atkins North America, Inc. (RFQ No. 11-19-14-10), which concluded that a traffic signal was warranted at the intersection of Lyons Road and St. Andrews/Winston Park Plaza for pedestrian and traffic safety. Following the study, Atkins North America, Inc. designed plans for the Traffic Signal Implementation at said intersection, which includes modification of the ingress/egress of St. Andrews and Winston Park Plaza for the purpose of car stacking.

DISCUSSION:

The City received three bids for the Traffic Signal Implementation Project at the Lyons Road and St. Andrews/Winston Park Plaza Intersection that were opened on June 13, 2018. The Purchasing Division reviewed the bid responses for compliance; AUM Construction, Inc. and Weekley Asphalt Paving, Inc. were deemed responsive. The bid submitted by Florida Blacktop, Inc. was determined to be nonresponsive because the bid packet was incomplete. It was recommended by the Purchasing Division to accept the second lowest responsive bidder, AUM Construction, Inc., bidding at $578,900. Construction is anticipated to start before the end of this calendar year.

RECOMMENDATION:

Staff recommends approval of this Resolution.
