BACKGROUND:

The City owns and maintains approximately 22 miles of stormwater pipes, 1,200 stormwater catch basins, concrete canal headwalls, swales, concrete curbs and gutters, and other stormwater-related infrastructure. This infrastructure requires preventive and, at times, emergency repair services. Said required services are divided between in-house personnel and contracted vendors. Rehabilitation and new construction of stormwater systems are part of the City’s Capital Improvement Program. Repairs are budgeted under the stormwater operational budget.

DISCUSSION:

The City issued Bid No. 06-27-18-11 for said services on June 3, 2018, and received four (4) responsive bids for the proposed work. The lowest responsive bidder was Hinterland Group, Inc., and the second lowest responsive bidder was Shenandoah General Construction Company. The proposed agreements are for a three (3) year term with two (2) one-year extensions with each contractor. Work is anticipated to begin on November 1, 2018, as needed, following inspection reports.
