BACKGROUND:

 

On June 5, 2018, the Broward County Commission voted to place on the November 6, 2018, ballot, for consideration by the countywide electorate, a proposed transportation surtax levy of one cent.  They also enacted Ordinance No. 2018-29, the Broward County Transportation Surtax Ordinance, which, among other things, provided a process by which any municipality within Broward County may apply for project funding from surtax proceeds.  The process includes a request that the MPO review and rank all municipal projects based on each project's ability to alleviate traffic congestion and enhance connectivity.

On August 21, 2018, the County approved and executed the Transportation System Surtax Interlocal Agreement. The Transportation System Surtax Interlocal Agreement will become effective only if, by September 30, it is approved and executed by the MPO and municipalities representing a majority of the County's population. Other municipalities can join after September 30, but they would not be eligible to receive any surtax proceeds during calendar year 2019. 
The total planned allocation to cities is $3.3 billion over 30 years, $540 million of which will be in the form of direct distribution to cities with eligible Community Shuttle programs.

DISCUSSION:

The of Coconut Creek submitted to Broward County a list of municipal transportation projects totaling approximately eighty million dollars over the thirty (30) year period covered by the ILA (Exhibit “A”).  These projects include comprehensive street improvements, road construction, traffic signalization and traffic calming devices, bus shelters, bike lane and transit projects, sidewalk improvements, street maintenance, pedestrian lighting, an expansion to our bus system, and fiber optic installation.  All of the City’s proposed projects have been included in the County “Mobility Plan” which can be viewed online at the County’s website:  www.broward.org/PennyForTransportation. Once approved by the Metropolitan Planning Organization (MPO), the projects will be prioritized and aligned to specific years.  Each year the City will have the opportunity to annually modify or add transportation projects.

RECOMMENDATION:  Staff recommends approval of this Resolution.

FISCAL IMPACT:  Revenues of approximately $600,000 annually plus approved transportation project funding.
