A MOTION TO REJECT BID NO. 05-09-18-11, COCONUT CREEK HIGH SCHOOL AREA IMPROVEMENTS.

BACKGROUND:
On April 8, 2018, the City issued Invitation for Bids (IFB) No. 05-09-18-11 to contract with a qualified contractor for the purpose of constructing landscape and irrigation improvements along Cougar Trail and the lake bank adjacent to the fence line of Coconut Creek High School.
DISCUSSION:
Invitations were electronically sent to 189 prospective contractors through the eBid system. Twenty-six (26) bid documents were downloaded, and two (2) responsive bids were received from Sagaris Corp. and Arazoza Brothers Corp. However, the two bids were $70,618.40 and $88,632.83 respectively over the original estimated project budget of $324,000. Staff attributes the aforementioned overages to the several years it took to secure an agreement with the School Board of Broward County, combined with the rising cost of labor and materials associated with the construction market we are currently experiencing in South Florida.
In an effort to mitigate the budget shortfall, staff was able to identify a piggyback opportunity utilizing a Broward County contract with MBR Construction to construct the project for a cost of $374,614.60, which represents an amount $50,614.60 over the original budget but $20,003.80 less than the lowest bid received. Staff has requested the additional funds in the FY19 Budget to cover the shortfall. To that end, staff recommends rejecting the aforementioned bid submittals.
