BACKGROUND:

This item was approved on First Reading at the August 9, 2018, City Commission Meeting.

In 2011, the City Commission enacted Ordinance No. 2011-030, which created Article XIII, “Lobbyists,” within Chapter 2, “Administration,” of the City’s Code of Ordinances in order to comply with the mandates of the Broward County Code of Ethics to require registration of persons intending to lobby municipal officials and employees. Since then, the Broward County Ethics Code has undergone changes, including adding more definitions and specifying access to electronic reporting. 

DISCUSSION:

The proposed Ordinance adopts the definitions of the Broward County Ethics Code by reference, adds lobbying electronic reporting requirements, creates a timeline for lobbyists to complete the registration process, vests authority in the City Manager to investigate violations of the Ordinance and impose progressive penalties, and last, provides for an appeal, challenging a penalty, to be heard by the City Commission.

RECOMMENDATION:

Staff recommends approval of this Ordinance.
