BACKGROUND:
On February 4, 2018, the City issued Request for Proposals (RFP) No. 02-28-18-11 to contract with a qualified, experienced, and licensed consultant firm to provide a comprehensive analysis of the data collected for the successful completion of the Parks and Recreation Master Plan for the City of Coconut Creek Parks and Recreation Department. The Master Plan will provide a vision as well as an action plan for implementing this vision for parks, recreation programs and services, open space, trails, and recreation facilities, which contribute to the health and leisure of the community's residents, enhance the integrity and quality of the natural environment, support neighborhood vitality, and enhance economic development.
DISCUSSION:
The City received five (5) responsive proposals through the eBid System from the following firms: (1) AECOM Technical Services Inc. ($149,943.00); (2) Barth Associates, LLC ($145,305.00); (3) Bermello Ajamil & Partners, Inc. ($149,994.00); (4) GreenPlay, LLC ($119,999.00); and (5) Miller Legg & Associates, Inc. ($175,000.00). The proposals were evaluated in accordance with the criteria listed in the RFP by a selection committee consisting of Karen Brooks, Deputy City Manager/CFO; Sheila Rose, Assistant City Manager/Director of Sustainable Development; Jim Berkman, Director of Public Works; Wayne Tobey, Director of Parks and Recreation; and Danielle DeBarros, Assistant Director of Parks and Recreation. The Selection Committee ranked Barth Associates, LLC number one. Negotiations resulted in a project fee estimate of $145,305.00 per Exhibit "A," Project Fee Estimate, and per Exhibit "B," Phasing of Services.
