BACKGROUND:

On March 24, 2005, the City of Coconut Creek adopted Resolution No. 2005-19, approving the Broward County Local Mitigation Strategy (LMS) Plan. The LMS was developed as a result of new hazard mitigation planning standards that resulted from the Federal Disaster Mitigation Act of 2000. Prior to the creation of the LMS, there was no existing comprehensive, cohesive, or coordinated hazard mitigation program established for Broward County and its 31 municipalities to deal with emergency response and recovery issues, long and short term planning issues, and economic issues relating to mitigation. The LMS was last amended in October 2012 and adopted by the City Commission through Resolution No. 2013-63 to maintain eligibility for hazard mitigation grant funding.

DISCUSSION:

The City is committed to dealing with emergency response and recovery issues as well as providing good customer service, including uninterrupted public services after disaster events. In order for the City to be eligible for future hazard mitigation grant funding, a resolution adopting the December 2017 Enhanced Local Mitigation Strategy (ELMS), as approved by FEMA, must be provided to Broward County. The revisions to the ELMS are summarized in the attached Broward County Memorandum. Through adoption of this Resolution, the City Commission shall also provide authority to the City Manager to appoint one (1) primary and one (1) alternate City employee to participate in the Local Mitigation Strategy Working Group.

RECOMMENDATION:

Staff recommends approval of this Resolution.
