BACKGROUND:

For the past five years, the City has been using the eProcurement Software Suite provided by Ion Wave Technologies, Inc. (Ion Wave). The City entered into a “piggyback” agreement based on Purchasing Solutions Alliance (PSA) Contract No. 08-102. The PSA contract is no longer viable to piggyback as the contract was re-bid and awarded to BidSync. The City’s Agreement with Ion Wave expired on September 30, 2017, and cannot be renewed; therefore, it is necessary for the City to execute a new single source agreement with Ion Wave.

DISCUSSION:

Ion Wave, a sole proprietor, was initially selected based on features and functionality that met the City’s needs. Many of the eProcurement Software Suites charge vendors to register or to download documents for bidding. Ion Wave does not charge to either register as a vendor or view and download the City's solicitations, allowing the City to have a competitive solicitation process. Staff reviewed other potential piggyback agreements, but the agreement terms were less than five years and the total cost per agreement exceeded the five-year term cost of $66,250 offered by Ion Wave. In addition, the eBid System currently houses over 150 City agreements, and the goal is to have all City agreements entered into the agreements module. This in turn will make this software program a citywide standard for use by each department to manage their contracts.

Staff recommends approval of this Resolution.
