BACKGROUND:
The City is currently engaged in a construction agreement with Stanford Construction Co., for the Comprehensive Street Improvements-Phase I (CSI1) project that provides Right-of-Way (ROW) improvements of approximately 15 miles of City streets located between Sample Road and the Sawgrass Expressway. Work on this project began in July 2017 and is slated for completion in the mid-calendar year 2018.
The CSI1 improvements include milling and resurfacing, sidewalk construction, and application of the Broward County "Complete Streets" multi-modal transportation concept in roadway design, which adds bike lanes where possible. Accordingly, approximately two miles of 'on-street' bike lanes have been proposed as part of CSI1, eastbound and westbound Winston Park Boulevard, between Lyons Road and SR-7/US-441.
Simultaneous with the CSI1 construction, the Florida Department of Transportation (FDOT) is undertaking a study to document the constructability and performance of solar powered LED delineators shown in Exhibit "A" of the attached Joint Participation Agreement (JPA) and also how it will affect ridership. FDOT proposes to compensate the City up to $250,000 for applying the specified 'test' delineators at the Winston Park Boulevard bike lane installation.
The City is in a position to potentially benefit from this timely FDOT agreement to provide and completely fund the improvement of solar powered LED bike lane delineators. This improvement can be viably added to the scope of work of the currently active CSI1 construction agreement. A Change Order proposal in the amount of $249,782.50...
