BACKGROUND:

The City is currently engaged in a construction agreement with Stanford Construction Co., for the Comprehensive Street Improvements-Phase I (CSI1) project that provides Right-of-Way (ROW) improvements of approximately 15 miles of City streets located between Sample Road and the Sawgrass Expressway. Work on this project began in July 2017 and is slated for completion approaching the mid-calendar year 2018.

The CSI1 improvements include milling and resurfacing, sidewalk construction, and application of the Broward County “Complete Streets” multi-modal transportation concept in roadway design, which adds bike lanes where possible. Accordingly, approximately two miles of “on-street” bike lanes have been proposed as part of CSI1, eastbound and westbound Winston Park Boulevard, between Lyons Road and SR-7/US-441.

Simultaneous with the CSI1 construction, the Florida Department of Transportation (FDOT) is undertaking a study to document the constructability and performance of solar powered LED delineators shown in Exhibit “A” of the attached Joint Participation Agreement (JPA) and also how it will affect ridership. The FDOT proposes to compensate the City up to $250,000 for applying the specified “test” delineators at the Winston Park Boulevard bike lane installation.

The City is in a position to potentially benefit from this timely FDOT agreement to provide a completely funded improvement that can be viably added to the scope of work of the currently active Comprehensive Street Improvement Project Phase I construction agreement.

DISCUSSION:

The FDOT routinely launches pilot projects to determine the suitability and performance of newly released transportation products. The solar powered LED delineators specified in Exhibit “A” of the attached JPA have recently come to market, and the FDOT desires to field test their constructability, performance, as well as the effect on bicycle ridership. Accordingly, the FDOT is proposing to fund $250,000 to the City for “testing” these delineators at each of the proposed one mile bike lanes sections, eastbound and westbound Winston Park Boulevard, between Lyons Road and SR-7/US-441.

The bike lanes on Winston Park Boulevard will be constructed as part of the Comprehensive Street Improvements-Phase I (CSI1) project near mid-calendar year 2018. The CSI1 is currently under construction and Stanford is scheduled to mill, resurface, and stripe Winston Park Boulevard late in the spring of 2018. Approximately 1,500 delineators, spaced six (6) feet apart, will be installed subsequent to the application of the new pavement, between the outermost thru lanes and the newly proposed bike lanes. A built-in light sensor will illuminate them from dusk to dawn and will present an aesthetic and safety improvement to Winston Park Boulevard and bicycle riders.

The FDOT will evaluate the performance of the delineators over a period of 24 months. A twelve (12) year limited warranty will be provided for the delineators by the distributor, Miami Security & Service, LLC.

After installation, the City will invoice the FDOT for reimbursement of all procurement and installation costs.

RECOMMENDATION:

Staff recommends approval of this Resolution.
