BACKGROUND:

The City is committed to protecting its residents and ensuring public safety. CLEAR software provides a web-based investigative platform that allows investigators and analysts to easily access billions of public records and additional investigative content in an intuitive working environment quickly and efficiently. No other online investigative research tool provides the combination of data features and capabilities as found in CLEAR. CLEAR provides an easier fraud investigation records search experience that brings together key proprietary records and public records into one intuitive, customizable environment that makes the most sense for any particular investigation.                       

DISCUSSION:

The City has been using CLEAR since 2014. The software has demonstrated its unique capabilities with agencies nationwide, delivering both real-time and historical data quickly, which improves officer safety and community well-being. 

This Agreement provides for the continuing use of 125 license users over a three-year period.  The subscription fee for the first year is $33,192, with a three percent (3%) increase scheduled each year for year two (2) and year three (3) of the Agreement. Total subscription fees will not exceed $102,593.16 for the three-year term.    

RECOMMENDATION:

Staff recommends approval of this Resolution.
