BACKGROUND:

The City of Coconut Creek (City) receives potable water to supply the City’s water distribution system through three bulk water supply meters connected to Broward County’s distribution system. The City boosts a disinfectant (chloramines) as necessary. Evaluation by the City of recent water quality analyses, historical chemical usage, hydrant flushing schedules, and field staff’s reporting has revealed some potential opportunities to optimize the water distribution system’s operation.

DISCUSSION:

The professional services for this project will include updating the City’s hydraulic model to simulate water pressures and chloramine residual, developing a list of water quality parameters for the City to sample at the water source (Broward County) and other remote locations, and reviewing sampling results. The updated hydraulic water quality model will be utilized to simulate chloramine decay in the distribution system and then to recommend to the City options for water quality optimization. The City has a professional engineering services agreement with Reiss Engineering, Inc., pursuant to RFQ No. 11-19-14-10.  Reiss Engineering Inc. is capable of performing the scope of work. The services are anticipated to be completed 160 days after issuance of a Notice to Proceed at an estimated cost of $84,450.

Staff recommends approval of this Resolution.
