BACKGROUND:

On April 2, 2017, the City issued RFP No. 04-19-17-10 to contract with qualified and experienced debris management contractors to provide emergency removal and lawful disposal of all disaster-generated debris.

DISCUSSION:

Solicitations were electronically sent through the eBid system to 51 prospective vendors, and five firms submitted responses: 1) Bergeron Emergency Services, Inc., 2) Ceres Environmental Services, Inc., 3) D & J Enterprises, Inc., 4) DRC Emergency Services, LLC, and 5) TFR Enterprises, Inc. 

The submittals were evaluated based on the criteria listed in the RFP by the Selection Committee comprised of Jim Berkman, Public Works Director; Brian Rosen, Public Works Senior Project Manager; and John Tetteris, Public Works Supervisor.  After evaluating the submittals, the Selection Committee recommends awarding DRC Emergency Services, LLC as the primary contractor and Bergeron Emergency Services, Inc. as the secondary contractor for emergency debris management services. The primary contractor shall be the initial firm mobilized by the City.  The secondary contractor will be utilized in instances where the scope of the event merits additional resources to assist the primary contractor, or if the primary contractor is unavailable. The term of each contract will be four years from the date of execution with up to two one-year extensions.

RECOMMENDATION:

Staff recommends approval of this Resolution.
