BACKGROUND:
The City is committed to plan, expand, upgrade and maintain infrastructure while considering environmental preservation. The Comprehensive Street Improvements project is in line with the City's mission statement of fostering continuous quality improvement, quality of life, and personal security.
The City's roadway infrastructure has aged and is in need of rehabilitation. This project represents the first of four phases of a seven-year program that intends to introduce improvements for approximately 45 miles of City streets. In this phase, the City issued an Invitation for Bids (IFB) to contract with a qualified, experienced and licensed contractor to provide milling and repaving of approximately fifteen (15) miles of City streets, new sidewalk construction, sidewalk and roadway repairs, ADA accessible sidewalk ramps, swale reconstruction, and the introduction of landscaping and beautification features, including benches, within the right-of-way to promote pedestrian usage on and adjacent to collector roads such as Winston Park Boulevard.
DISCUSSION:
On March 5, 2017, the City issued 143 electronic invitations through its eBid System. Nine bids were viewed, and four bid responses were received from Community Asphalt Corp., General Asphalt Co., Inc., Stanford & Sons Trucking Corp. d/b/a Stanford Construction Co., and Weekley Asphalt Paving Inc. Purchasing reviewed the responses for compliance. Community Asphalt Corp. was deemed nonresponsive for various reasons. Reference checks and surveys were conducted on the low bidder, Stanford Construction Co. No issues were found, and the reference checks revealed acceptable ratings.
