BACKGROUND:
The City owns and maintains a 20-inch wastewater transmission line (forcemain) along Copans Road to the Broward County North Regional Wastewater Treatment Plant. The line conveys flows from two master lift stations (LS), LS10 and LS12, which pick up flow from eleven satellite lift stations that serve residents south of Sample Road. This cast iron forcemain line has been in operation for approximately 40 years and is approaching the end of its lifespan. The forcemain cannot be taken out of service for repairs in case of emergency.
In 2015, the City contracted with R.J. Behar & Company, Inc. to evaluate and recommend alternatives to replace, rehabilitate, and/or reroute this forcemain. The recommendation was to install an alternate forcemain along Copans Road and Lyons Road to be connected to the County's 54-inch forcemain on Sample Road. This alternative will provide redundancy to this part of the system and allow the City to repair the Copans Road forcemain when necessary by rerouting the sewage discharge via the proposed forcemain.
DISCUSSION:
The City is committed to plan, expand, upgrade, and maintain infrastructure, as well as provide good customer service, including uninterrupted utility services. This Work Authorization provides for engineering services to design a new forcemain. The existing forcemain in question is a major arterial line, which conveys wastewater from the Wynmoor and Township communities to Broward County's North Regional Treatment Plant.
