BACKGROUND:
On February 19, 2017, the City issued RFP No. 03-15-17-11 to contract with a qualified, experienced, and licensed general contractor to provide improvements and enhancements to the playground at Cypress Park. The improvements include removing the two existing playground structures; installing new playground equipment, surfacing, swings, and concrete border; and providing handicap accessibility to the playground.
DISCUSSION:
Solicitations were electronically sent to thirty-two (32) prospective vendors; nineteen (19) bids were downloaded; and one (1) proposal was received from Advanced Recreational Concepts, LLC (ARC) in the amount of $193,500.
The Selection Committee, consisting of Wayne Tobey, Director of Parks & Recreation; Scott Stoudenmire, Deputy Director of Sustainable Development; Lou Italico, Public Works Project Manager; Phil Randazzo, Parks & Recreation Superintendent; and Dan Nelson, Housing & Grants Specialist, evaluated ARC's proposal based on the criteria in the RFP document and unanimously agreed that ARC was qualified to perform the required work. Purchasing reviewed the proposal for compliance and conducted reference checks. No issues were found and the reference checks revealed exceptional and good ratings.
The City was successful in obtaining a grant through the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program. The grant funding will cover the entire cost of the project. The project completion time is 90 calendar days from issuance of the Notice to Proceed.
RECOMMENDATION:
Staff recommends approval of this Resolution.
