BACKGROUND:
The CDBG Annual Action Plan outlines the use of grant funds within the limits of the City's annual allocation from the U.S. Department of Housing and Urban Development (HUD) and describes how the activities meet the goals and objectives established in the Five-Year Consolidated Plan. The City adopted its FY 2014-2015 CDBG Action Plan on July 10, 2014, which included a total funding allocation of $258,962. The programmed activities provided for rehabilitation funding for SOS Children's Village in the amount of $168,326, summer camp youth scholarships program in the amount of $38,844, and $51,792 scheduled for planning and administrative activities. On April 23, 2015, the City adopted the first amendment to the FY 2014-2015 Action Plan to allocate $32,325 of program income to the SOS Children's Village rehabilitation project. On December 10, 2015, the City adopted the second amendment to the FY 2014-2015 Action Plan to reallocate $23,931 of existing funds to the Minor Home Repair Program. As a result of the program income, funds available for FY 2014-2015 totaled $291,287.
DISCUSSION:
At year-end review, there is a balance of $34,119 in the summer camp youth scholarship scheduled activity. This balance is due to low eligible participant enrollment. Balances for programmed activities are required to be reprogrammed to another eligible activity. The City's Purchase Assistance Program was not listed as a programmed activity for the FY 2014-2015 Action Plan, but it is an eligible activity in the City's Five-Year Consolidated Plan.
