BACKGROUND:
On April 9, 2015, the City entered into a settlement agreement with Waste Management, Inc. of Florida (WMIF) in an effort to control odors emanating from the Monarch Hill Landfill owned by WMIF. The Settlement Agreement limits the amount of household waste, commercial solid waste, sludge, and grit and screenings that may be accepted at the landfill, as these waste types are known to generate odors. There are provisions within the Settlement Agreement that permit the City to audit the waste stream from the landfill to verify that the stipulated waste limits are not exceeded. The verification process requires a consulting firm that has expertise in the solid waste management field and that does not have any relationship with WMIF that may present a conflict of interest in performing the required task. Jones Edmunds and Associates, Inc. meets those requirements and was approved by the City Commission to perform the required services under the Consultant Agreement commencing on April 9, 2016, and terminating on April 9, 2017. That Agreement provided for two annual renewal periods.
DISCUSSION:
The City is committed to reducing the impact of the Monarch Hill Landfill on its residents' quality of life. The Settlement Agreement with WMIF perpetually limits the tonnage of odor-producing waste that is accepted at the landfill. This Resolution provides for the renewal of the current Agreement with Jones Edmunds & Associates, Inc., for a period of one year.
